I believe both are late 80s, early 90s engines.

My father in-law and I need to winterize his fishing boat motors for the first time. He has always kept them in his heated garage until now.

I looked up the winterizing procedure for outboards and I can't find anything that would indicate a risk for water freezing issues other than if there is a speedo and/or water pressure line. Is it true that if he has no water pressure or speedo gauges at his helm, there are no water lines to blow out and there is no risk of water freezing and cracking something in either engines?

Hoping to just change drive lube, fog engine and treat gas with Stabil and be good for winter?

As long as the motors are left in the vertical posiiton to drain, all the water will come out. So change drive lube, fog 'em and treat the gas as you outlined. Also hit the grease fittings and hose off the powerhead, especially if used in salt water.
