50hp evinrude doesnt idle

I have a 50 hp evinrude,(ec50tlccs) took it out for first time. It started fine at first, after a few minutes iwould not idle. the motor will idle when i increase the speed using the speed arm on the control lever. as soon as i reduce it to normal idle, it shuts down. when I use the speed control, the engine will sound a little sluggish till it revs up.
I put engine in gear (foward) moves along fine, a little higher than idle. when i give it more throttle, engine does not seem to have full power.
the primmer bulb does not remain firm.
(I have cleaned the carbs, and changed fuel filter,cleaned plugs)
engine will run when out of water, sounds fine, but still same idl problem.

(contacted the previous owner he had replaced th carbs on this motor, with the carbs from a 40hp. could someone correct me if i am wrong. but the 40hp carbs on a 50hp motor would cause my powerproblem?)

1) Why were carbs replaced?

2) CLEAN the carbs. Dissamble, clean with carb cleaner, blow out all air passages with compressed air.

3) Get a service manual.

Primer bulb not staying firm sounds like fuel pump problem. Does motor pick up when the bulb is squeezed?

the old carbs were clogged so he replaced them with the ones from the 40 hp.
when the primer bulb is squeezed, it will continue to run but not a noticeable difference in power. was checking the fuel line, and found the fuel line connection that clamps to motor leake if it is moved. ( going to buy a new one)
am going to get the service manual and will dissassmble the carbs on monday and clean..

Milliesdad, thank you. took me a couple more days. cleaned carbs, found old sediment in the bowls. also replaced the fuel lines. idles fine now. and does not sputter..
