50HP Engine hesitation,dying, not revving

HI, I just bought an old bass boat, the owner told me the engine ran great. I took it out today and it kept dying before I could even put it in gear; when I got it in gear Id gas it and it would either die or go but really slow it wouldn't rev; I tried tapping the choke switch and that would somehow get it to run ok once in a while, but once it sat it would do the same thing; also I would have it completely gassed and it would be idling and then after ten or twenty seconds it would just open up out of nowhere, hitting the choke seemed to open it up also. The owner said that the carbs had been rebuilt or new gaskets recently if not rebuilt, they all look like new, so I think rebuilt, Im wondering if this mechanic screwed it all up and the owner didn't know. Also when its in neutral and I pull up on the fast idle lever it always revvs up!! What can be the problem, Im stumped!! Please HELP. :confused:

Iwould check the compression on all cylinders first then check to see if all cylinders are fireing.
