You did a good job getting us the motor info but without boat info its difficult to know for sure if it is a prop selection problem or a setup problem.
You should refine your setup before making a final prop selection.
Is the antivent plate (just above the prop) even with the bottom of the boat.This is a starting point it may be able to be higher.
Is the motor in good shape,well tuned good compression etc?
Is the present prop in good shape?
If you can raise the motor an inch you could gain a couple of mph and a couple of hundred rpm.Yes a 17 in pitch would put you in the 5,400 range.
