I can't load the service manual in the sticky page 1998 mercruiser 5.0 vortec heads I believe

The Gen + heads can be identified by there being no center heat port and that there are 4 intake bolt holes on each head. The earlier heads have 6 bolt holes.

If it's gen+ you torque to 22 foot lbs then there are torque angles to finish up. With an angle gauge you torque short bolts 55 degrees additional, medium bolts torque an additional 65 degrees and long bolts torque 75 degrees after the first 22 foot lbs.

Don't forget to clean up your bolt holes with a thread chaser, not a tap. Use thread sealer on the holes that go to the water jacket. And use a lubricant under the bolt heads. ARP makes the best bolt lube.
