48 hp johnson tilt broken

The lever that allows the motor to tilt just flops back & forth & I can't get the motor up
This is a manual tilt assy . Ther Seems to be a hydraulic piston between the motor plate & the transom that I guess aids the engine lifting. Any info available on repairing this? MODEL J48eslete

I JUST WANT TO MAKE SURE THE DIAGNOSIS IS THE SAME

Did the tilt cable (39) get disconnected from the tilt lever (21)?http://www.ishopmarine.com/ishop/js...CatFilter=BRP&eCatSupFldr=supplier-100-005-EJ

Well I see the cable going to the lever but it only touches when the lever is all the way down
Is it supposed to be connected @ all times?
