454 crusader inboard overheating help needed

I have 1995 2600 Pursuit, with an inboard 454 Crusader freshwater-cooled engine. I have tried everything and it continues to over heat. This is what I have done.
1. Cleaned heat exchanger, extensively
2. Replaced raw water impeller and pump
3. Replaced risers
4. Replace thermostat
5. Pulled freshwater pump and checked extensively
6. Checked clam shell on thru-hul
7. Ran with thermostat AND without thermostat
8. Flushed oil cooler
After doing all of this it continues to overheat. PLEASE LOOKING FOR SUGGESTIONS!!!!:confused::confused::confused:

Does it do this on Muffs and on the Lake??

Is there a water supply when you are running it?? Is it hooked to the hose or at a lake??

leaking head gasket more than likely.Compression test and leakdown test may isolate it.
