I have an older 45 hp Chrysler outboard that is so close to being ready for the water, but I'm stumped on a few things.

What year is it? Model # VWB19088C
Serial # 10130C

Is this model water cooled or oil cooled? I don't see any water access holes on the lower unit.

How can I be sure the lower unit is oiled and ready to go?

It starts with key and electric choke. Choke works. It starts and runs for 8-10 seconds, then dies, acts flooded. Looked in carb and it's pooling gas which leaks out and drips on ground. Rebuilt carb last fall and put no gas in it. Any ideas here?

One final question. I think it's the gear or shifting safety switch on the left
side has two wires that are not hooked up anywhere.

Thank you for your help. Christobol.

Most certianly water cooled.
Water input would be right under the cavitation plate, you'll see a small plate. about an inch long. Thats where the water intake is..

Lower gear oil.
On the side of the gearcase you see 2 large screws. Labled "Drain" and "Vent" (Maybe "Fill") Unscrew the drain plug and take it out, It should start draining slowly. Check the color of the oil. It if whiteish, or water comes out, you have a bad seal. As for checking the level. Only way I know how it so plug a bottle of gear oil into the drain, open the vent and squeeze until you have oil coming out the vent.

You may need a carb rebuild. These older electric choke outboards are very touchey motors. Rarely use the choke. YOu may be flooding the engine. Otherwise the float could be sticking and flooding the engine.. Carb kits for these are available here at Iboats or at Napa.
