40HP Mariner No Stream After Impellar Change - Leaking Water Jacket Cover???

Hi, I recently put a new impeller in my 40hp Mariner, its a 1989. I put the impeller on the shaft and turned the shaft clockwise and the impeller went right it. Was this right? Once I started the motor up, I now of know water pumping out. I pulled the pisser hose off and had not water in it at all and none coming out where it is connected to the motor. I also pulled the brass plug out of the water jacket cover on the rear cover where the spark plugs go, and again nothing. I did notice that I have water leaking out of the right side of the water jacket next to the spark plugs and I will be replacing the gasket on the cover.

My question is where should I start to figure out why I have no water coming out. Could the leak that I have in the cover be sucking air and causing there to be no flow???

No, the pump pushes the water up into the head. A leak up there won't impact the flow from the pump.

You didn't mention why you replaced the impeller. If the old one was shredded, maybe some pieces clogging the water passages?.
