40hp Mariner idle skip

I have a 82 mod mariner 40hp 2cyl with a rough idle. It cranks up great, runs great. But it has an anoying rough idle until you give just a little throttle and it smooths out perfect. I've had carbs off cleaned, checked spark / arking at night, changed plugs. I was told that some of the 2cyl Jap motors had that issue new and nothing fixed it. Got 128 comp on both cyl. Is this something I must live with or should it idle smooth like the 9.9 I had that purred like a kitten.
Any suggestions?

Yes, sense I've had it. It had been setting at a cabin for 10yrs. I bought it 8 months ago and fixed it up. Runs great but has always had that skip. I think from talking with the owner, it had that issue then also.
