40hp evin to 35hp evin

What do they do to a 40 hp to make it a 35hp,I am only getting 4500 rpm max out of her.Please help

Model number and year would help.And be more specific.Which motor do you have?Did it ever do more rpm?What size boat are you running?<br />What size prop?
