40 HP Tohatsu tilt/trim problem

I have 1998 40 HP Tohatsu with power tilt/trim. I am having problems with it not working about half the time. The motor may trim up and down fine on one outing and the next it will not. The pump motor sounds fine and runs each time. I thought it was air in the fluid, but have attempted to bleed it by manually tilting the motor up and down and no difference in performance. It is usually worst when first trying to tilt the motor up to take off the transom saver. After running the outboard it will generally tilt/trim better. If the motor/pump is burned up, can they be repaired/rebuilt or do you generally just replace? Any advice is appreciated.

Normally you would troubleshoot the trim system, determine the problem and repair or replace as necessary.
