40 HP Mercury 2 stroke won't fire

I have a 2000 Mercury 40 HP 2 stroke (says Tracker on the cover) on a 18ft suntracker pb. I just got the boat and had it out about 4 times in the last 10 days. Ran great. Went to go out on Monday after a bad day at work and it would not start. The engine cranks but it will not fire. The primer bulb was not firm so I replaced with a brand new line using existing conectors. I also replaced the spark plugs and filled the tank w/ gas. It also has a new battery with a good charge.

Just frustrating that I thought I did my home work before purchase and now I'm stuck at my dock in the marina.

Any help would be apprciated.

Is there a safety lanyard that attaches to a kill switch that is off?

The kill switch is in the run position.

One additional piece of info. After trying to start multiple times fuel leaked out the engine and into the water. I have read that it could be a fuel pump diaphram but is this true?

Also the guy I bought it from said to spray starter fluid in it. I'm against this idea. Thanks.

Spark, fuel and Air....

Have you check to see if there is spark? Don't worry about fuel just yet.
