I have a 88 40hp evinrude that is getting too much fuel. I have rebuilt both carbs and fuel is still spitting out of them. When the motor is running in the driveway it runs great. However when in the water it is sluggish to get on plane and then acts as if it is running half throttle. When the boat is about to run out of gas it picks up and runs great untill gas is completely out. Could the reed valves be the culprit? Thanks to anyone who has answers.

You probably have to open your carburators again and reset the floats, because the carburators are flooded.Fuel spitting from the carbs is usually a sign of a float that is set too high.
