40 HP, 96' Timing adjustment is maxed out, but not enough advance

I have a concern which bothers me, and I'm trying to figure out if I should be worried about this. I was checking and adjusting the timing on my 1996 Evinrude 40HP outboard, Model: E40TELEDS. The adjustment link is "pulled in" to the maximum, and minimum position screw is all the way in. During normal idle, mark is at -2 to -4 degrees, and at WOT its only at +12 degrees. From what I understand, it should be at +19 degrees during WOT. WOT position is also marked with paint on the flywheel, and written on sticker on motor. I do a lot with this motor including pulling a tube and ski, and I'm trying to get the most power out of it. The timing was measured with timing light on top cylinder. I'm concerned that its not set to spec and not adjustable any further. The moving timing part in the coil (under flywheel) is bottomed out at WOT. Did something break? Otherwise motor sometimes dies during idle, but runs well and steady. Thanks!

I searched the web on this for a couple days and couldn't find anything, so if someone knows about this issue, please give me an advice.

i have the same motor and have the same problem,i have change the power pack,coil ,wires and rebuilt the carbs with no difference.
sill have 12 degree at 5100

I took the motor to a marine repair shop to have it tuned, carbs adjusted, as well as timing. Got charged approx $250 for a peace of mind pretty much. Made no performance difference. The guy told me the motor is simply worn out so timing adjustment is not possible. Sold the boat w/motor.

I just sold my 95 40hp ,after carbs and vro removal etc.......I had some idle issues as well ..fussy little motor ,I finally set timing at an idle to +4 ran fine then .....I had to adjust the short spark advance rod under the flywheel on the rh side above the throttle linkages ...I remember the rod had the plastic rod end I had to carefully snap off the ball end adjust then snap it back on ,,,,,,im guessing and hoping that's where you did your adjusting .....idle it down to about 700 before checking this is the first out of over 50 outboards that ever gave me troubles trying to sync it
