4 of 8 plugs are fouled, motor won"t rev out???

i've been batteling this for a year now.<br /> motor run's good but should rev out more. i've changed prop and had the motor at two marina's. they say it's supposed to rev to 5500. all the experts say 6700 for this 1991 V8 250. i winterized it this weekend and the top two plug's on bolth side of the motor are wet and look fouled out. the bottom two look ok but not optimum. there dark brownish black looking.i know on my 2 cylinder jet ski's the plugs should look like cardboard brown. is it the same on a outboard? i still have the VRO and my max rpm is 6000 at full trim and jackplate up 4 inches. do i need to lean the carb's out some? i'm running amsoil racing injection oil. thanks for any help...james

Where are you getting your specs? All of my manuals say 4500-5500 WOT range. Sounds like Mercury/Yamaha talk.<br /><br />PS: I like your choice of oils.

in the omc repair manual it say's powerpack rpm limit is 6700rpm. i had the boat serviced by chris carson marine in florida. he has three of these motors on action tunnel hulls. he told me they will safely turn 6700. two of his turn 8000rpm. Dhadley also has told me my ideal rpm is 6500-6700rpm. i guess the V8's shouldn't be set up like a V6 designed to turn 5000-5500rpm. i think i need to lean this thing out. the plugs are fouling out in like 20 hours of use.
