Since it's out of a van, the camshaft will probably be close enough for marine use.

The differences are:

Anything attached to the long block.

Carburetor
Alternator
Manifolds
Starter
Core (freeze plugs) Marine engines are typically Stainless or Brass.
Thermostat housing and cooling hoses.
Flywheel

If the motor has 12 bolts in the intake manifold, then everything on your boat motor will swap over. If you boat in fresh water, just change out the core plugs with brass or stainless.

what year van?

you will need to strip down to the long block, add brass core plugs and marine head gaskets and build back up.

you may also need new exhaust manifolds and elbows as the common cause of being "locked up" is a busted block from lack of winterization.

here is some reading on the 4.3

one thing I should mention. pull your drive to make sure it isnt the drive that is locked up.
