3hp Johnson outboard Model #J3BRESR won't start

I have a Johnson outboard Model #J3BRESR that won't start, well will start after a while but runs slow then dies. Plugs are getting wet with fuel. Checked compression it was 50psi. I checked for spark and only have it on bottom plug, nothing on top plug. What steps and how to find problem with no spark on that plug. It ran last year but would stop after running after a short time (3-5 min) then would pullover hard until you let it sit for a while. Engine was put away after that started happening. Could that be the water pump not working? Any help would be welcome to get it running correct again.

You need some magneto work and carb work. Get an OEM Factory service manual and go from there. You may also want to put some ATF in the cylinders to help free up the mtr. You may also need some water pump work.

1990 Motor.

Pull flywheel and check/adjust points. While KFA's post above is for older motors, the ignition is similar.

If the motor was difficult to "pull" for a period of time after running, that points to overheating and stuck pistons, which can ruin a motor.

50psi is very low...
As Boobie said above regarding ATF or power tuner/carbon cleaner with a little kroil if you have it. You want the spark plugs facing straight up, so when you pour in a tablespoon or so into the cylinders, it coats around the entire piston.

Once you get it running on both cylinders, time to inspect/replace waterpump/impeller.

Edit- You may also have a blown head gasket...but get the spark issue fixed 1st.
