35A Fuse

So I got 1992 189S Monterey , I just changed the starter and noticed that at the end of it there is a 35A fuse connected to it and the other lead the wire has ben cut, have done some research all with a dead end except for one that mentioned the trim tilt. The trim tilt is operating but no reading on my gauges whether is up or down, it needs to be done visually or when on the water by guessing. Any idea where the other wire connects too?

VP helps, know which VP 4.3 as in GXI, GS, GL etc, serial number would help more

The issue is being on the starter is the issue. Might be the instrument harness fuse, but most times those are on the motor. Is it a push button or blade fuse?
