351w tuning

Hello, I have a ford 351w with a 1:1 velvet drive and 14x14 3 blade prop 23' Mako CC inboard.
I am only getting 2800 rpm and 22 knots.
I know this engine should rev up some more.
Any advice? Prop, Carb, Tune-up?

Ayuh,..... Welcome Aboard,...... I'm guessin' it has a points distributor, so servcin' the points is an annual thing,....
Checkin' the condition of the spark plugs is always a good thing, 'n you can do a compression test, at the same time,......
If ya haven't changed the fuel filter, do so, but also check the condition of the fuel in the old one, in a clear container,.....
Anything but clean fresh gasoline is not good, which can indicate the need to clean out the tank, fuel lines, 'n possibly rebuildin' the carb,....

You should be seein' a solid 4600/ 4800 rpms @ Wot,.....
