35' Signature Dry docked steering frozen

Hello,
My boat has been dry docked for more than a year. One engine is being replaced and the other is not running at the moment. I tried to turn the steering wheel but it seems to be jammed. Should the steering turn both outdrives with the engine not running? Or do the engines need to be running with the power steering working?

The steering will be more difficult (obviously) without the engine running (no power steering when the engine is not running).

If the helm steering cable was iffy. It is most likely rusted up now.

Disconnect the steering cable, the drives should move

Then check the helm and cable. If the wheel still doesnt turn, get a new helm and cable
