35 Merc revs up and won't go in gear

I have a 1985 35 hp merc. The boat is new to me about 6 mo ago. It is in great shape but just developed an issue. If im coming to a stop sometimes (yesterday only twice) I put the engine from full throttle to just in gear and the engine stays at a high idle and it is extremly hard to put in gear. I don't really want to force it either. I can turn the engine off with the key and it goes right into gear and starts right back up. I can put it in gear and its normal. Is the throttle cable messed up?

I had an issue with the throttle cable on my remote controls where it wouldn't go into neutral sometimes. I lubricated it and then worked it backed and forth a bunch, which solved the problem. I would try taking the cover off the engine, lubricating the cable and watching to see if the cable is moving everything freely back and forth.
