35 hp johnson loses power at high rpm.

Boat is 15 ft fiberglass open fishing boat with 1986 35hp johnson. Motor starts right away and idles fine, If lightly loaded (1 person) it will accelerate smoothly onto plane and run fine. However, with a couple people on board it will get on plane run for maybe 1/4 mile and then lose power. The engine never dies just drops to idle and after 15 or 20 seconds I can repeat the process. Also if I stay around 1/2 throttle or less it won't get on plane but it runs fine all day either fully loaded or lightly loaded.
I've put in fresh fuel, replaced all the fuel lines and filters, replaced fuel pump, checked fuel tank pick up for debris, rebuilt carb (twice). Also put in new plugs. Compression is 118 and 120.

Check for Restriction/leaks in the Fuel System. Fuel Filter or Screen, may be plugged. Hoses might have decomposed internally, Screen on pickup in Gas Tank, leaky O-rings or Primer Bulb on Gas Hose, allowing air in. Also, if Fuel Pump has a Hose going to the Crankcase for the Pressure-Vacuum pulses, check it's integrity, and its attachment to pump.

Running lean is never a good option with a 2 Stroke
