3 ram mercury trim leaking down

1984 Mercury 90hp serial 6515964.
I have searched for any info on this and cannot find the answer.

. This is the Integral 3 ram.
It was leaking at the cap seals. And leaking down, sometimes pretty fast.
I took it apart and cleaned it up.
All new orings
New pump (nos)
New valves on tilt cylinder (nos)
New relief valve.

I filled it up with Mercury trim fluid. Im still able to push it down from tilt, but not trim. It slowly leaks down from full tilt in about an hour. From full trim it will leak down in about 24 hours.

It is areating the fluid, and even after bleeding just up and down, or all up and hold for 3 seconds, and down for 3 seconds multiple time, it still sounds like it has air in it and fluid has bubbles.

I even left it up on the safety with the fill cap off to maybe help dissapate air.

The only thing left is the port trim ram relief valve. before I throw more parts at it, I wanted to see if any experts had a suggestion.

There is a manual let raise/down for when trim stops operating. That allows you to hand raise or lower the unit. Mine was doing same thing and found the manual screw in type valve has Orings on it and it had a bad Oring. Check to see if it is that but you will need engine raised up and lock in up position. Because when this is taken out you let engine down and will lose fluid. So have a pan ready to catch it. If it is not this than there is a seal leaking by in the up/down valve control or the pump is leaking by.
