3 hp 2 stroke won't start

Picked up a ~1992 Mercury 3 hp 2 stroke outboard from a friend
Overall good condition, been sitting for 10 + years
Cleaned out the gas tank, replaced the fuel line, dis-assembled the carb and cleaned it out (badly gelled fuel)
Good compression -60 psi
Replaced spark plug
good strong spark
fuel is getting to float
Engine won't start
Tried a little gas in the combustion chamber, tried a little starting fluid down the throat of the carb, no love.
I know the carb will most likely need rebuild or replacement but I don't want to invest unless I can get it to run for a little bit
Any suggestions?

go back to the carb and clean the passages out.

Not sure there is such a thing as a Merc 3hp 2 stroke. Is it a 3.3 or a 2.2 or 2.5 or similar ? Not being funny, just trying to think of the right engine you have to help. I’ve had a few like these.
