3.7 mercruiser carburetor trouble

I have a 1990 Lund Sportman with a 3.7. I just put a new carburetor on it. I can only get it to start with the throttle full forward. Once it started I could throttle back and let it idle. I put the boat in the water and it wouldn't start. Any tips on adjusting carb? Or possibly adjust auto choke? Could it be a fuel pressure issue? I'm a carpenter and not great with motors but can get by with a little help...

What's the procedure that you're using to start? You need to put it in neutral, pump the handle once to set the choke and maybe once or twice more and then back it to maybe 1/4 and try...
