3.5 (04) Tohatsu unfrozen; won't start

I doubt this motor was fully broken in. Unfroze it after soaking in PBBlaster for 2 days. After it pulled free, I filled the combustion chamber with oil for a short while, than poured it out. Tanked it, but it wouldn't start. Hit one time and blew off the rubber plug in the out drive. Wd 40 as starting fluid? real starting fluid? Can the dead man's plug be put in wrong?

Finally started. I guess all the oil had to drain out, even though I cleaned the plugs!
