3.0 Volvo wont start

I am working on a friends 01, 19' starcraft with the 3.0 volvo in it.
The boat will not start but it will fire and try to start when it it is assisted with the starter. Its getting: fuel, spark .
I have changed:
Fuel separator, plugs, coil,
I cleaned the rotor and cap. I sprayed starting fluid in the carb and it will fire but not start. Any Ideas??

First off, THROW THAT STARTING FLUID AWAY. While you still have an engine.

Do you have spark on ALL 4 sparkplugs.

Are you sure you are pumping fuel and not water? You can't tell by looking.

Have you looked at the cap and rotor? Checked the plug wires? When you said it had spark, did it jump a bright blue spark a 1/2" with no problem? Yellow spark is bad.

Also is the fuel old? Could be a number of things..
Try hooking up a portable tank with some fresh fuel..

ya know it sounds stupid but my volvo penta wouldnt start last year. it would only start while i had the key turned. i took everything apart and checked it all compression spark gas etc. turns out the lanyard came out just enough...it was still on the saftey switch just not all the way. try checking that. let me know what the outcome is.

VP 4 cyl, 1998, in a Glastron Ski & Fish 185. Two years ago I had a guy tow me clear across the lake and then discovered that the lanyard was in the position you described!
