3.0 Mercruiser seems to hang or seize when starting

I'm trying to revive my 3.0 Mercruiser that's been in long-term storage for about 3 years. Initially, it would turn over but not fire. Now, It seems to seize when attempting to start. I have sprayed Seafoam in the cylinders. I feel like I need to try to hand-turn the engine but don't know the procedure to do this.

What is happening when you have a hot battery with clean battery cables on BOTH ends of the cables. Click/crunch or nothing?
Does the drive have oil. in it or water. It could be seized

As bt mentions veryify battery and electrical connections. Take spark plugs out of engine should spin by hand. If it hangs up might pull the drive as drive ujoints or gimbal bearing could be frozen if it sat with water…. Engine could be corroded too and hang up

check the plugs for signs of water. sounds like hydro lock

Take the spark plugs out and see if it will turn over.
Here are the full details. The boat was parked covered in my driveway for around three years. Just before storage, I had the lower unit rebuilt due to prop collision with rocks because the tilt was not operating properly. Prior to covering up, I did drain the block. As part of the process of getting it running again, I installed a new battery. It would not turn over at all. I got only a single click when turning the key. I changed out the starter solenoid and still had no results so I replaced the starter and then she turned over but would not fire. I then drained the old gas and filled it with new non-ethanol gas. Still no fire. I then replaced the spark plugs and the carburetor. Then when I attempted to crank she started to rotate and then seemed to lock up. I have attempted to turn the crankshaft by hand using the alternator pulley but all that happens is the belt slips. Tightened the belt but had no success. It still just slips. Prop turns freely even when in gear. I don't know another way to manually turn the engine because the front motor mount blocks access to the crankshaft pulley. I have considered pulling the valve cover and blasting it with lube but I'm not sure if I'm at that level yet. Could it be a stuck piston or valve or even a flywheel issue? Any advice is greatly appreciated.

Also, plugs are new so I can't really deduce anything from them. I forgot to mention that I also serviced the lower unit as part of the startup.

you dont state what year your 3.0 is. however if it has points and it sat, you need to file the points, set the dwell, and then set the timing

asnoted above, pull the plugs and see if it cranks. if you are running it on muffs, you may have filled the cylinders with water due to cracked manifold. i wouldnt pull the drive until doing this 1st

ps, dont be in front of the plug holes when cranking. you could end up taking a bath

You may have locked/seazing bearings on the input shaft in the upper section of the outdrive. I had this issue last summer on my 470. Headed out to do some fishing and the engine died. Thought the engine locked up but when I pulled the outdrive off she turned over and started. Mine ended up being as crack in the lower unit letting all the oil drain out. Hit a stump in shallow water.

Yes. As others have said, pull the drive and the plugs and see if it will turn over by hand then.
Thanks to all for the advice. I read somewhere else that I should drain the oil and fill it with kerosene or diesel and let it sit for a prolonged time. Not sure about that unless any of you agree with that. Otherwise, I guess I'm pulling the drive tomorrow. I guess I just thought that the engine would turn over even if the drive was sticking if it's not in gear but it sounds like you all are saying that's incorrect?

The drive is always rotating when the engine is running the only thing that doesn't rotate the whole time the engine is running is the propeller. That is determined by the controller being put in and out of gear

Almost everything in the drive turns even in neutral.

Got it. That tells me for sure I need to pull the drive as you all already indicated. I'll pull it tomorrow and see and let everyone know how it turns out. Thanks again for all the help.

For stuck rings, maybe usually you fill the motor with ATF. However usually the bores are trashed requiring a rebuild

However for bearings, no there is no simple fix but to pull it apart

Why jump ahead, just do the basics first...most all have ask you to pull the plugs and see if it will turn over first...gotta do testing in some order or you wont know what the real issue is...
