3.0 mercruiser not shifting to neutral or reverse

So I'm almost done with a full motor swap on a 1994 Bayliner Rendezvous with a 3.0 LX. I replaced all bellows and lower shift cable. Figured I'd do it since everything was off anyway. I just put the outdrive on, and I put the shifter to forward like every YouTube video I've watched says. And now when I go to do the adjustments it will not go even to neutral. I disconnected the lower cable and I can not move it like you should. I was able to move it before I put the outdrive back on. Anyone know what my issue is? I tried to move the prop which it does only one way but it has a clunk to it (not sure if that helps). I've about lost my mind with this boat, any help is appreciated. Thanks

You have a control issue but it should be in the Merc section GA_Boater will get it moved so you get more looks

Was the drive taken apart during bellows replacement?

With the drive ON, is the shift foot sitting correctly so both drive and bell housing pieces are together?

Thank you, I was thinking it was that but it had gotten late and I was wiped from the heat. That wasn't lined up. I feel like a dummy.
