3.0 liter 4 cylinder engine does not turn over

Hi , after not using the boat for a while I wanted to turn the engine over. The engine does not turn and seems stuck rock solid. I removed the engine valve cover but everything looks fine oily , no rust, the engine oil is clean and full. The boat was fogged when put away. I put MMO into the cylinders but this has not helped after 2 weeks. I removed the starter but the flywheel teeth do not move and I don't want to hit them too hard.... is there a bar that could move them while still in the boat? I have a chain wrench but am not sure about how or if I should try using it.

Could the valve inside the cylinder be rusted up? What should be my course of action?

Exactly how was it winterized? pull the sparkplugs, stick a thin clear hose in the plug holes and gently suck. Does water show up?
If Yes, cracked block and or manifold.
You say oil level is full, are you sure not overfilled?

Are you positive the starter didn't go bad?

Just replaced mine it would engage and clunk but was not strong enough to turn the motor over.

Hi ok update
The engine does not spin at all, i have read it should turn by hand without too much trouble.. The outdrive is not seized up. It was winterized the same way for 15 years and was fine . I think it was not turned for too long and has the two center cylinders frozen tight. The oil is good and clean , not over filled . All 4 cylinders were dry . ATF goes in alll 4 cylinders but only drains in the two outer ie 1 and 4 cylinders. Cylinders 2 and 3 do not drain any fluids put in them . The valve train is clean and lubed showing no rust at all. Has new battery and the starter cannot turn the engine it only goes klunk... thanks for all the suggestions

Please list how you winterized....exactly, and list every step

Then, pull the drive, and then try to turn it over. If no joy, pull the starter and try to turn the motor with flywheel teeth and prybar. If no joy, pull the motor, and start diagnosing

How long is a long time of not using. My motor sat for 7 years before I bought it and it cranked fine. As others have stated unless it was not properly winterized it more than likely is another issue. Just because a starter clunks does not mean the starter is good, bad brushes in a starter can make it weak and unable to turn the motor but will still engage and clunk. Remove the out drive, starter, and plugs then use a pry bar to turn the flywheel.

Ok It's February 17 th, 6 months later , the engine cylinders are full o atf synthetic, and I have weights on a propellor shaft torquing the engine. Then I noticed that the engine has flipped over, under hand pressure, with no plugs and the alernator belt loose! The engine is finally spinning over and quite easily ... but there is a ton of snow around and I can not open up the boat. What is the next logical step now that the engine spins ? 🙃 😂

Shucks, I'm not a mechanic and the cost of a new motor plus install is more than the boat is worth ... so I guess I should buy a new boat ? From whom ?

thanks am I banned now for mouthin off ?

at a minimum, you need to do a compression test. you will most likely find a few cylinders low.

then you need to do a leak down test to find out why the cylinders are low

you need to pressure test the block/head cooling water jacket. it should hold 15psi until the earth explodes

from there, you need to tear down to determine what is wrong.

you never did explain how you winterized in the first place when I asked in post #7.
