3.0 exhaust manifold question.

1994 3.0LX. Replaced riser and gasket. cleaned and cleaned mounting surface of manifold as manifold internal ports looked good. Water is obviously leaking out of the joint. The questions are: can this leak put enough water into the bilge when running for an hour or so to have the bilge pump come on for a couple of seconds? It did that at the ramp on haul out the last two times. Once on the trailer and the plug removed no water comes out, and does this suggest that a new manifold is needed?
All suggestions and comments are appreciated.

Yes and maybe
Rust just shows it is leaking, but doesn't say how much. Its leaking it needs to be fixed, so remove and inspect

To find out if this is doing it, place boat in water and see how much

Ayuh,..... The problem ain't so much as to how much water gets into the boat,.....
A bilge pump will take care of that,....

The question is,.... Is there Any water gettin' onto the exhaust side,..??..??
That'll hydro-lock the motor,.....

Did you take a flat file to the manifold's gasket surface, to make Sure, it's good, 'n flat,..??..??
The gasket surface 'tween the water, 'n exhaust is, Critical,....
Should be 1/4" wide, flat in all directions, all the way 'round,.....
