25hp nissan outboard problems

Just took my boat out and it starts fine runs fine but when I try to get on plane it bogs the engine and does not go still idles fine but will not take off

Is it a 2 or 4 strokes engine ? How old/new is it ?

4 stroke 2002 changed the spark plugs, its getting gas to the carb, out of the water it runs fine in the water it bogs down when trying to get on plan

If tank's small mesh filter and carb's filter are inmaculate clean, being a 11 year oldie, test with a brand fuel hose, probably air is getting in throught small oring connectors along fuel and engine bogging down at throttle when needs more juice.

Assuming your model is NSF25A, right? Clean all 3 carbs properly and see what happens.

Cleaned all Carbs and did replacement kits on them

the adjustment screw setting ? does any one know how the set the factory settings

and still not running right I have put new plugs, fuel filter, line from gas tank and clean all gas out of the tank and put new gas in

What method did you use to clean the carbs? Do you have a vacuum gauge setup to adjust the sync? Grab your Factory service manual to complete the adjustments. If you did not do a thorough cleaning, all 3 will still need that. Then, if you do not sync them properly, you will never get full performance from a multi-carb motor.
