25ELPT 4S Tilt No Up/Down

Hi.
The tilt for this engine not moving it up or down. The pump motor engages but the unit doesn't move. It appears both relays are working as they "click" if listened through a stethoscope or felt. And, the pump motor turns on, so it is getting signal.
Where do I go to next? Something hydraulic?

Not familiar with a 25. On a 90 the pump is between the transom brackets. On the rear is a white nylon screw about the size of a quarter. TT fluid is to be even with the bottom of the threads this plug screws into with the engine all the way up. If you have plenty of fluid you may have a bypass valve in the pump stuck open.
