25 Johnson 3 Cyclinder

I have a 25 Johnson (1997) motor which was just bought and I replaced the plugs and fuel filter and also changed the gear lube. My question is I have a hard time firing it up, But when its warmed up It starts up no problem. I had the same issue today at the boat launch so I replaced the plugs which helped a bit but still the same issue, Am I looking at a fuel starvation issue?

Sounds to me like you are not priming it correctly. Is it a manual or electric primer?

Its a manual primer,Today I couldnt get the ball hard but I got it going. Does the tank and line needs to be replaced?

Is there a list of troubleshooting steps one may take to solve this issue,By the way thanks for all you guys help.
