25 HP Evinrude - No Serial Number plate

I have a 25HP Evinrude but it has no serial number plate. I was able to get the number off the welsh pin. Is there a way to tell the model number or figure out what year the motor is by that?

Yes. Easy if the model number is there. Not so easy if it is only the serial number. Please post the numbers that you found.
