25 HP Evinrude "Bogging down"

I will be possibly buying a new motor in the spruing (see other post), but until then I need to get this little 25 working correctly.

1983 Evinrude 25 HP

As a reminder, a few months back I had the reed gasket replaced, carb rebuilt, fuel pump redone, new fuel lines put on, etc. It was supposedly "tuned up" at the time. However, I was told that I am running on low compression based on a "leak down" test.

Anyway, the motor does not have good power and I assume this is due to the low compression. My borther has the exact same boat, with a 25 HP Mercury and it does 8 MPH faster than mine.

However I also have another issue...

When running wide open, the motor will run good, then bog down for a second, then run good for another 20-30 seconds, then bog down for a second, etc., etc. It's not enough to make the motor not run or come off of plane, but it's obnoxious. Any ideas here?

beg, borrow, buy a compression tester, and post compression. if available, induction timing light, seeing you're recoil start, take battery, hook up power to timing light, when it starts acting up connect light pick up to the plug wires, and watch for intermittent spark, ( the flashing light, then the other cylinger.

I have a similar problem. I narrowed it down to removing the motor cover. With the cover on it's sluggish, take it off and it really runs well. Now I need to figure this one out.
