24 foot Liberator twin 350 5.7 omc cobra, ones not circulating water

Hi, I just bought an 86 24 foot Liberator with twin 350s. I put in the water and fire them up and only one is circulating water. Ran for a few minutes and noticed it overheating. Upon closer inspection of the problem engine I notice a couple of the rubber boots (for draining water from system) are missing. There wasnt a noticeable amount of water gushing out of that engine either in engine compartment while running . Would those rubber boots being off cause the cooling system to not flow at all or should it have been gushing water all over if the impellor is working ok? Thanks, Syd

Yes if it's in the water and running it should be shooting water.
Nice thing about them is the impeller can be changed in the water if you have to.
If the impeller is missing pieces?They might end up in the thermo housing.
