225 fouling plugs

I have a 2002 mercury 225 saltwater that has 25 hours on it, It keeps fouling plugs. It is currently at the shop. We have talked to merc.tech about ten times and have done everything that they have suggested. fuel pressure ok, thermastat ok, no trash blocking exaust,put in champion plugs they fouled put in nkg plugs they foul. all injectors checked out ok., fuel rail ok, put on new ecu with still the same problem, fouling plugs everytime. has anyone out there ever encountered a simular situation. All bulletins have been adressed and still the same problem

Block off fuel system and pressurize the fuel rail to 45 psi. If pressure holds injectors good, if not injector/s have debris in them and need cleaned. Email or call Tony Brucatto to have serviced.

Thanks, I have done that too. Mercury techs don't seem to be able to figure it out either. It is over fueling, that is a certain.
