20hp 2013 Long shaft

I have this motor on a 14' John boat and when I excel in speed water pours out right below the cowling . It will throw water into the boat . All plastic tubes have been replaced . Any ideas ? Boat mechanic seems to think the motor needs to be raised up on transom . Inside of motor never gets wet .

Seems that water flow at speed is banging hard against the non edge lower leg portion when should be passing right under upper water deflector plate. Rise OB accordingly till rear water splahs cancells out. OB must be trimmed to vertical 90? position...
