20amp fuse blows turning key

First off the motor is a 1980ish (within about 2 years each way) 70hp Johnson

After trouble shooting my starting problems I had it down to either the key switch or starter solenoid. I put a new solenoid in it and after doing some more trouble shooting I have a new problem, every time I turn the key it blows the 20amp fuse in the engine.

Here are the trouble shooting steps I've gone through before the fuse popping problem:

1) Voltage at battery is 12.37 (dropped a bit now from trying to jump start at solenoid so I need to recharge it)

2) Voltage at solenoid where battery connects is also 12.37.

3) Turn the key and I get a click at the solenoid but starter doesn't go, the output of the solenoid to starter is 0 volts when key is turned. Input from key at S terminal on solenoid is 0 volts when key is turned.

4) Put a wire from battery to starter and it started to go so I know starter is good. Put a new solenoid in at this point. Still didn't work.

5) Opened control box to test key switch. I get a 12.37 reading coming in. When I turn key nothing happens. After some looking I see that the 20 amp fuse in the motor is blown. Replaced fuse couple of times keeps blowing when I turn the key

7) Put wire from power into solenoid to the S terminal and the starter started to go.

8) Back into the control box which is still open, I test to see if it still has voltage and it does. While I have test lead on the incoming wire, it accidentally touches another wire which I am guessing is the outgoing wire at the same time and the starter starts to turn, the fuse doesn't blow. Thinking maybe I corrected the problem somehow I try turning the key, fuse blows.

9) After some playing around with the tester in the control box I find that for some reason I get a small voltage reading from the metal case of the control box.

Is this normal or is my problem a wire touching the case or something?

I have basically narrowed it down from what I know to either being a short somewhere in the box or a bad key switch. Looking for any help I can get, am I on the right track here? Should I be looking at something else being the problem?

check the terminals on the key switch to make sure none of the wires is going to ground. You can unhook them also and using a ohm meter test them for continuity to ground. Sound likes a bad key switch or a wire shorting to ground.

you are on the right track. also be sure there is nothing bare coming out of the wiring harness at the motor end shorting out.

Which position of the key switch blows the fuse? On position? Start position? Choke position? Knowing that should narrow it down. for instance if just turning it on blows it, the trouble lies in one of the ignition-fed circuits. If turning it to the start position blows it, the trouble is in the start circuit. Etc.

The start postition is what blows the fuse, just turning it to the on position does not blow it.

Thanks for the help guys I will look for a short later tonight or prob tomorrow, gotta get some studying done. Correct me if I'm wrong here, if I unhook a wire from the key switch and test it with the ohm meter and it says 0 that means it is the problem wire?

If you have a continuity setting one your meter touch the ground wire of the meter to a known good ground. Touch the other end to the wire. If it pegs then you have a short if it does not move at all you don't. My meter has an audible beep so I don't even have to look at it just listen.
