I have a 25 ft pontoon with a 115 Mercury 4 stroke. The throttle does not stay set (have to hold it in place) at all throttle settings except WOT and dead slow. Is there a friction setting in the throttle quadrant that can be adjusted?

Yes there is a friction setting.

In some cases you can fine tune the throttle cable adjustments on the engine side first to help with the load setting at the throttle control handle due to the friction setting in the control handle is supposed to be preset from the factory. But that's not always the case and friction setting is needed.

To do that, you need to know what model Control Module you have so you can find the information in the Mercruiser service manual part number 90-814705R03 downloadable here,
Handle Position Adjustment for Merc Controls Newest Manual

Being a 2011 boat, i'm sure you probably have the 4000 or 4500 model series. Question is, is it a 4000 series Panel Mount or Side Mount or 4500 series Console Control?

Here's some information you'll need to know about as well,

Look up your controller to find the location of the friction setting and how to get access to it.

Hope this helps, good luck.
