2009 9.9 4 stroke won't start in at idle speed. It has to be reved.

I have a 2009 9.9 that I bought new in 2012. The motor has never had any trouble until recently when I had the carburator replaced due to Ethanol issues. Ever since I got it back it just hasn't been the same. One issue is the motor won't start at idle speed when it is cold. I do the normal starting procedure but it just won't start unless I give it throttle in the neutral lock position. Once it is warm it has no trouble starting in idle position. The boat idles just fine once it's on so I know it's not the idle screw. Any feedback would be greatly appreciated.

Mdbainor, sounds like the choke or enriching system is not working and that is why you have to give it throttle when trying to keep it idling when cold. So I think you should look for that as your problem first... JMHO!

thanks for your response. I just looked at it and it looks like both the choke and the enrichment system are fine. Is there anything else you would suggest?
