2008 Yamaha F 50 Trim & Tilt Problems

I have a 2008 Yamaha F 50 and it will tilt up but not down. The solenoid seems to be clicking but the pump does not run to put the motor down. I can loosen the screw in the side of the pump and lower it and the pump runs and it will lift when you hit the up button but no downward movement.

Any help would be appreciated.

relay is not making contact on either + or the - to make it run,
Volt meter will tell you which one, but replacing the relay should fix it.
The up relay make up the - when lower relay furnishes the + to motor
