2008 optimax 225 fuel restriction problems

my outboard will crank,idle and run at a hard idle {2000rpm} with no issues.But at cruising speed or wot acts like it runs out of gas after 15 seconds or so.You can barely pump bulb and that solves this.Also when this happens I can go back let engine run at 12-1500 rpms for 30 seconds or so and then it will run 4-5000 rpms for the 15 seconds and problems comes back.I have replaced water seperator filter and all fuel lines and a new bulb.Would vapor canister filter or supply pump cause this?Any help would be appreciated..
