2007 Mercury 40 EFI gas issue

Hello, Ive got a 13' whaler with a 2007 40 mercury efi four stroke that I Cannot figure out, spudders and stalls at idle, hestitates and shakes above idle. Im pretty sure its way too rich, black smoke rich, had the vst off twice, looks good, fuel pressure is good, injectors are not leaking and spray pattern looks good. had gas in oil and way past fill mark, i think ive linked that to low pressure pump diaphram. Today when i took the vst off for the second time i decided to double check the low pressure output one more time and with the vst power supply unplugged and the fuel supply from low pressure off it idled perfectly. pulled vst again and cant find any issues there, clean, float shut off is working and sealing. what else can be making it run like this? im all out of options any advise would be greatly apreciated. also already comfirmed compression, coils, plugs and timing
