2006 Yamaha F200TXR runs great up to 3000 RPM

In the beginning of the season boat was running around 36 mph which is cruising speed, I went to acelerate and the motor bogged down. The next outing the boat would only get up maybe 25 MPH. The next outing 2500 RPM was the max. It runs very smooth up to 2500 and sometimes 3000 RPM the only indication I am getting is 0 water pressure on the gauge which is a manual gauge, the telltail has water coming out steady. I guess my first question is can this no pressure on the analog manual gauge put the motor into safe mode? Thanks for any help.

This isn't a cooling problem, the motor would be burned up in 20 to 30 seconds at 2500-3000 RPM. I'm a two stroke guy trying to learn something about four stroke Yams, How fast will the motor go in safe mode ? I would take the cowling off and look for something that came off, like a hose, or a leak in a hose, vacuum leak, timing problem, timing advance, carbs if you have them, plugged injectors or injector filters, always have a spin on water separator.
