That's a wild guess, get Honda spare parts manual for both models and check external/internal differences, if being carbed probably will only need a carb swap or same carb + advance timing, carb restrictor, fuel intake, leaf valves size ?

from what i can see, comparing both motors, is the carb body is the same but internals are different. the cdi is also different. all the rest is identical. just checking to see if anyone has tried this.

Does both 15 & 20 HP models have same CC, being the15 a restricted model to the 20. If not, probably can't be upgraded, seems 2 different horses.

Check both model phyisical differences, carb, carb restrictions if any, throttle cams, reed valves assy, timing. Each engine brand has its own tech ways to detune/upgrade same CC engines. Will need a Honda spare parts manual to do so.
