2006 25hp 4stroke sluggish?

Ive got a 15ft answercraft center console boat with a 25hp 4stroke motor not bigfoot. and the boat i know is heavy but i dont think the motor is reaching full RPMS. do you think its because the boat is heavy the prop is slipping? It is very hard to get on plane with the motor all the way down on the jack plate. So Should I try a Lower pitch prop or am i wasting my time?
Im thinking about if the change of prop doesent work im planning on looking into a 50hp Evinrude Etec.

is this boat aluminum or fiberglass - either way 4 strokes are heavier and produce less tork than a comparable 2 stroke - the rule is if your upgrading from a 2 stroke - you want to go higher in horsepower - as fars yoru concerns - only a tachometer will tell you what prop you need . a 25 4stroke on a glas boat of that size would be for sake of argument like having a 20 2 stroke .

Its Fiberglass. and I know that rule but the boat came with this motor so i havent upgraded it. is there a way of checking the RPMS? where would i hook up a tach?

should be an extra set of wires up by the controls or a plug in - purple goes to positive , grey is signal you need to buy a marine tach - faria is good about a hundred bucks but worth it . wire color might be different on a newer 4 stroke but dealer can tell you - its a simple 3 wire and a setting on the tach .
