Ever notice any alarms when the bogging down happens? If so look at your System check gauge (if you have on installed...you should) does it light the check engine light and set off any alarm? If so it might just be some water in your fuel. The question about the system check gauges is important, because if the problem is caused by a sensor or water in the fuel, it will give you notice. If not it could be anything from a water damaged injector to poor fuel flow to the engine (stopped up filter, bad line etc.)which would be another mechanical problem for which their will be no codes. If you have system check gauges they may not sound the horn (if it is broken) or set off a light if the gauge is faulty, but watch them closely to see if it is trying to give you a warning.
The choke statement tells me that you are getting a false test on what is happening. ETecs do not have any wire that will activate a choke from the key switch, because one doesn't exist on these engines.
Be careful with taking it to a shop. Get reviews from buddies or on the internet (local boards) before you take it that shop. I know a lot of shops that rely on codes, and if one doesn't throw a code all is good, until the motor takes a dump for a mechanical problem the computer has no way of telling you about.
